I have Skyrim on my PC through Steam. Exactly how do I download the Steam Workshop Mods. All I see on the page is subscribe??? No download buttons whatsoever.

Using the nexus is preferred, however on the workshop the "subscribe" button acts as a download button. When you next open the launcher, the mod will download.

The subscribe button is the the download button.

The subscribe button is what you want. Just click that and then the next time you start your game, your subscribed mod is download and installed automatically.

When you subscribe to new mods on the Workshop, depending on the size of the mod, you might want to wait a little while when you start the Skyrim launcher next time and wait to start playing until you see the mod in your Data Files list. (It can take a few minutes if the mod is larger, and it doesn't start downloading until you start the launcher.)
