My dragonborn still isn’t absorbing all the dragon souls

My friend claims it has been fixed long ago and I am still having issues with every other dragon I encounter. So is it just me? Should i reinstall the game?

The problem appears to have been fixed as I have not encountered any issues with absorbing dragon souls. Do you have any potentially outdated mods that affect dragons?
