Bought Skyrim for steam the other day. Do I have access to the software that allows the creation of Mods? If so where can I find it? If not, why not?

You can download Creation Kit from Steam Library > Tools > Creation Kit

Yes you can.
You'll find the Creation Kit in the Tools tab on Steam. On the top left of your game list, there'll be a tab named "All Games". Clicking on it, you can find the Tools tab. (If I recall correctly)

You can then install it by selecting it.


I highly recommend checking out the tutorials on the http://www.creationkit.com/Category:Tutorials and on http://tesalliance.org/forums/index.php?/forum/113-esv-skyrim-school/ to get familiar with the inferface.
