One day when I tried to buy steel ingot, none of the merchants in Whiterun and Riverwood sell them, I almost think it's a bug.

I suggest you try different blacksmiths.

First of all, welcome to the forums! Have a http://images.uesp.net/c/c4/Fishystick.jpg

Now on to the question, if you can't find it at any blacksmith, try clearing out an iron mine or 2, they're usually filled with tons of iron ore.

Buy some of his other ingots and wait 2 days.

Easy way to refresh his store Save, punch the guy then load the last save.

why isnt it good?

Because it's annoying.

More on topic: As Scotch said, if you're intending on leveling up quickly gold and silver jewelery is your best bet. Iron armour and weapons don't increase smithing anywhere near as much as it used it. The increase now is due to the value of the item created so higher level armours (like glass, ebony, etc) and jewelery give you the best increase for cost.
