If I sack Solitude am I not able to do the Peace Treaty late : V

You don't even have to sack Solitude or Morthal. If it gets to the point where he only owns two holds he is beaten back enough for Whiterun to feel safe

Well, if you sack Solitude your side has won the war, so there's no point in negotiating a peace treaty, is there?

To get the quest with the peace treaty, both sides must control at least two holds.

There is a part in the negotiation where you can give either a major town or minor town to the other side, obviously this can't be Solitude, Windhelm, or whiterun

after the peace treaty can you still attack? I read something that depending on what happens at negotiations changes minor Holds that the player will be ordered to attack.

Yes, in the treaty there is a part where you can trade two holds. I traded Dawnstar for Markarth, meaning when I completed the civil war, I attacked a fort in Dawnstar, but not in the reach, doesn't really affect anything though
