Fallout 3 is even better. I am sure there were bugs also in Fallout 3, but I don't recall any that kept me from beating the main quest of the game, or any that really detracted from my overall experience. The only thing that I can think of was some V.A.T.S. issues where it would zoom in and possibly fail to fire or take too long to fire etc. I don't remember incomplete quests though, or quest items I couldn't get rid of or other glitches, except maybe graphical things.
On to Skyrim. This game has frozen at a rate that is much more noticable than either Fallout 3 and Oblivion combined. Several quests have paths in them where you can be stuck with a permanent quest item. Some of these are major quests too. The follower system seems to be much more prevalent in this game, and indeed it is better than before, but has a lot of issues on its own (especially when you are being followed for the purposes of a quest). I am aware of a large number of game breaking bugs (I've mainly been able to avoid those thankfully) and other bugs in the main quests of several factions that should probably have been fixed already (the Companions quest line is the one I am most familiar with and with the new factions in Dawnguard, a lot of bugs are present in both the vampires and the hunters). Add on to all of this annoying little glitches that just shouldn't be present and seem very easy to deal with. For instance, when you buy the home in Solitude, you cannot unlock your back door, or when you clear yourself of Lycanthropy, the game seems unable to recognize this fact.
I don't think I am the only one to notice this, as I see a lot of posts talking about all the bugs in Skyrim. I'm not trying to be negative either, I am just trying to be emperical. I don't have the time and patience (or frankly the ability) to try to quantify the bugs in Oblivion and Fallout 3 and compare them to Skyrim, however, I don't think that is necessary, because I find the overall effect of the bugs in Skyrim to be much more noticable on my enjoyment of the game as opposed to the effect bugs had on my enjoyment of Oblivion and Fallout 3. This isn't just a list of "oh I wish Skyrim had this in it or had more of this" this is a list of "here is stuff that is broken, can it be fixed please?" That may seem obvious, but I think it speaks a lot about Skyrim. I know we all have our wish lists for Skyrim, but I see a lot of people who are prioritizing their fix-it lists over their wish lists, and I find that to be disturbing.
