I am thinking about making a mod that will add NPCs from all races so that:

1) Cities will seem to have more people in them (including beast races)
2) That you can meet them on the roads and inns

Before, I start on the "nut and bolts" in the mod forum, I have some lore questions:

1) Since Skyrim seems to be pretty high magic world, who can use the spells? beggars? the middle class Joe? (a store owner) How about the super rich? Slaves? If they have spells do they have flames, healing, fireball, firestorm? Do some of the can use the shout? or people only want one dragon born in the game?

2) What type of gear should the NPC carry? Should be more sword and shield NPC in the world? how great swords? or staffs? hand to hand or hand to claw?

The NPC should be able to defend themselves and heal themselves, others this mod will end up with a lot of dead NPCs in the world.

To sum the idea for the mod, have NPC (from all the races) visit city after a city, staying at the inns on the way. Also, might add family NPCs like the Scatter-Shields visiting their relatives and touring Skyrim.

What do think of this idea?

(I have more ideas to build / add on to this mod, but for now I will follow the saying, "Keep it simple, Stupid!" -- To make the mod doable and not get ahead of myself)

You have some good ideas. There are already some mods that add these things. But, there more mods like this the better.

OP: Shouting is not an ability exclusive to the Dragonborn. However, since knowledge of its use seems to be restricted primarily to the Greybeards (and draugr), how would you explain others with the ability roaming about?

They be just like the PC, there have the gift, a jarl from a different hold sent them to the Greybeards and they had seen the word walls, in short they will be just like the PC is-- meaning they can kill dragons and take their souls also

As far as we know, the only living person outside High Hrotgar who can use shouts besides the Dragonborn is Ulfric. And he studied for years to learn two shouts. So it would be very weird if random people you met on the road could shout.

However, there is enough to suggest the existence of other voice masters outside the Greybeards long before your Dragonborn makes an appearance, so if the OP makes the explanation sound good, I'll accept a few (rare) cases of others with the ability.

The problem with that is you turn the MQ on its head.

Only Dovah can absorb dragon souls so if there were these PCs you wouldn't be needed

I think the important thing is: Create a story behind everything you do. Let's say you have a number of Khajiit (your favorite race, I presume) enter riverwood. However, there is not enough space so most of them either stay at the inn or are permanently camped out nearby. Also, make these hypothetical Khajiit hunters that bring in food for the town because that's the only way the citizens will tolerate them. Things like that, you never have to mention it in game, but merely having a system like that adds a lot of life to the world.

I was think that Akatosh has been busy of late and he bestowed his gift like 2 or 3 others, but they very weak in their power (just make it interesting, I think I make one at the same level as the PC is, just for kicks, the other 2 may be only have one weak shout )

well this is just some ideas that I have, checking with lore and gen feeling of people how much they like or don't like the idea

so for NPCs, how much magic / spell use is bad? Should every know fireball, only a few? How should weaker starting level spells like flames and frostbite?

That sounds about right. Smallfolk like beggars and farmers should only be able to use daggers at the most.

more of a Dunmer presence in the rift and eastern border. give M'aiq devoted worshippers who follow him around and are essential too...all Khajiit though.
