No quest that I know of. Pretty sure he leads you somewhere if you follow him though.

That headless horseman is apparently an easter egg of sorts. His primary use seems to be to lure you into draugr ambushes are certain nordic ruins/sites.

I've seen him 3 times - all in the general area of Helgen (sp??).

Good to know it's not a quest, since I never found anything to lead me to it.
