SKSE -Couldn't find TES_.exe- Assistance please.

I've been slamming my head against the wall trying to get this script extender to work so that I can make use of the Skyrim UI mod but it seems that when I ask for assistance I get met with some sarcastic responses or people who just generally keep re-directing me to the read me file :(. I'm hoping you folks can help me solve this rather annoying issue!

SKYRIM VERSION: 1.6.89.0.6. (Runs via Steam)
SKSE VERSION: http://skse.silverlock.org/download/skse_1_05_09.7z (The notes on the website state that it will work perfectly fine with my current version of Skyrim).
WINDOWS VERSION: 7.

As instructed I've extracted the contents of SKSE Rar File:

Data (Folder)
skse_steam_loader.dll
skse_loader.exe
skse_1_6_89.dll

(There are 3 other files but they are txt. file types and have no impact on getting this Script Extender to work and I've made sure that when I paste these files into my Skyrim folder that they overwrite and replace my current files).

So the instructions state to place these files into the Skyrim folder which I have done. (Steam->SteamApps->Common-> Skyrim-> Paste the content).
Finally I need to run the skse_loader.exe but when I attempt to do so I receive the message, "Couldn't find TES_.exe".

I checked to see what else could be done about this and it appears the instructions state that within the same Skyrim folder I need to find the original exe file named, "TESV.exe" and simply change the name to, "TES_.exe". However when I attempt to run the skse_loader.exe I am presented with the exact same error message despite updating the exe's name. I've made sure to run everything needed as admin as well and the instructions state that in order for the SKSE to work the game must be launched via the skse_loader.exe, so it appears I'm hitting a wall here :(. (And yes, I've doubled checked inside my Data folder that there is a folder inside called SKSE with a file inside which is called "skse" and when I open this file via notepad it has the following text written inside),

"[Loader] RuntimeName=TES_.exe"


Any suggestion folks?
