I mean, if I only put perks into alchemy, and not smithing or enchanting, can I make potions that will make me pretty effective at smithing and enchanting?

You don't even need perks in alchemy to be able to become a god in Skyrim. It will take you a while, but you can still get upwards of 1000% increases with potions.
