Most likely the only reason no potions exist in common usage is because dragons have been gone for, what, thousands of years? The raw materials haven't been available for ages, nobody ever expected to have them available again, and knowledge of what can be done with them has probably been lost to everyone except for one old guy who only knows how to make the one potion that is very specific to his faction's history and goals.
If I were an alchemist living in Skyrim when the dragons came back and somebody was actually killing them and harvesting their parts, you can bet I'd want to get hold of some for experimentation if not just for the "cool" factor of having them on display in my shop.
