As a general rule the first thing that is created are nvde skins, then skimpy armors, than [censored]ty armors, than more skimpy armors, maybe dresses and than when some brave soul acts in the name of everything that is holy an actuall armor. Also people like leather armors more. Do not ask me why, I don't get it either. So the most probable answer is: Noone with the set of skills to make this was interested or they didn't make it because it's more likely to stay in the void and never seeing "Hot files".
