Has anyone else had this bug?

During season unending, I gave the stormcloaks Markarth. While I gave the imperials dawnstar and winterhold.


Problem is, Markarth turns Stormcloak as it should (stormcloaks wander the streets etc.), though for some reason when I raided it I still noticed that Igmond is the Jarl (he's still sitting on the mournful throne), though the characters act like Throngar Silver Blood is the Jarl.

However, Dawnstar does not turn imperial at all. Skald does not step down, Brina Merilis is wandering around outside, and there are no imperial troops there whatsoever. Same story in winterhold.

I've tried reloading the save prior to the meeting beginning, and giving the imperials different holds (riften, etc). Tried doing the same with all mods disabled, same result....

Spent too much time (100 plus hours) with this character to start over. So any way to work around this with the console to force occupation of these places?

I'm thinking this also has something to do with the Rikke "reporting for duty" bug I've been having (can't start "The Battle for Fort Greenwall" after finishing "A compelling tribute")
