Is it possible to, with console commands, place the effect of the shout "Become Ethernal" onto a peice of armor? So when you where it, the effect is applied. Or place it on a potion. I'm just curious about what all you can do with the Commands. In all, im trying to make a ring that effectivly turns me into a ghost. Other shout effects would be cool too.

That's something you'll need to do in the Creation Kit.

The console can only do so much. Like he said, your gonna need to play around with the CK for that.
