that's levitation in a telvani tower.
it could be specific to the towers.
or they could have added back levitation ....

there is a dragonborn related picture showing the guy fighting a dragon in the sly with nothing under his feet...
but that could be irrelevant to gameplay, just for the awesome look effect

OP, i highly doubt that it's levitation, sorry.

I agree that the only time I'd want to be able to jump stupidly high or run stupidly fast is if it was be casting a spell.

Poor Sam . But you know, you can already jump to the roofs of many buildings, you just have to do it parkour style instead of crouching tiger hidden dragon. You can also use whirlwind sprint to leap off edges to literally fly from roof to roof.

Two spells: Levitation and Jump, accounted for 50% of my most enjoyed time with Morrowind. So yeah, we miss it. Very.

As much as I wish it was levitation it most likely isn't.

Acrobatics is never going to be added. It was removed. That is the animation for levitating up a Telvanni tower.
