question about heljarchen hall : V

ok, so i know that you have to complete "waking nightmare" and a random quest from the jarl in order to buy heljarchen hall. i was wondering though - can you complete "waking nightmare" either way? or do you have to let erandur live in order to buy the house? i'm going for the daedric artifacts achievement and i'd like to know ahead of time whether or not i should let erandur live.

I have done the quest and have still received no words on how to purchase the hall and their are no further dialouge options. What do I do?

Go find a local bounty quest to kill something, I believe it is a giant. You will not receive word anyway, you have to go ask the Jarl about the land. There is a level requirement of around 22 for the giant quest.
