So what's the actual damage behind the Vampire Lord's Drain Life spell-thingy? Does it scale like the werewolf does?

I'd assume it scales cuz I'm a lvl.77 and it still destroys enemies (revered and ancient dragons still no legendary?!?!?!) so if it was that powerful at lvl.5 that would be insane.
