how to sync the dialogue of an npc with the lips?

When I add dialog I always record a rough recording of my dialog spoken. This has always caused the dialog utility to make a lip file for that line of dialog. You might try that. You can also generate a lip file by selecting the “From Wav” selection, and click generate lip file down at the bottom.
