I quote this from some site that is talking about DLC on the PS3:

"It seems that Bethesda is following a pattern of five expansion packs for every Skyrim game before a new game is launched. We’ve already got three, so there’s two more lots of DLC to come before we see Skyrim 6"
They referred to The Elder Scrolls as Skyrim, even going as far to say the next TES game will be Skyrim 6... Idiots

Well they should know Fallout 3 was the only one with 5 expansion packs..... Unless they want to count Battlehorn castle. Which i really don't.

Morrowind had 2
I don't count Oblivion's 8 or 9 if you count Knights of the Nine

And Skyrim probably will proobably have 3 big ones

Morowind had two Expansion packs and some free dlc for pc.
Oblivion had SI, Knights who say NI, the horse armor, lots of house mod, the orry and the long dungeon crawl for the dagger.

Perspective, Hearthfire file size is the size of Knight of the nine. The houses was more like bit over average housing mods. Only SI was really impressive.

However Fallout 3 who is the most recent game had five.
I have a feeling they will push dlc until Fallout 4 need lots of resources to be done in time to the PS4 or Xbox(x) release,

Technically, Shivering Isles is Oblivion's only expansion. The others, including Knights of the Nine, http://www.uesp.net/wiki/Oblivion:Official_Plug-ins

This isn't Call of Duty. It will likely be several years before we see TES:VI, and Bethesda will probably be working on Fallout 4 before TES:VI.
