Has anybody encountered some ways to further decreased the shout cooldown? Like some new shrines or maybe some Dragonbron Armor that does it?

If I remember correctly, they reduce the cost of the shouts, and increase the damage or something similiar to that.

Adds 5 percent damage to breath shouts. Grand total of 15 percent more damage with whole set on. Meh. My favorite combo is a talos necklace, talos blessing, and Dragon Aspect. For a grand total of 75 percent shout reduction.

there's a glitch/exploit that will turn a talos amulet into a free shout necklace because it will reduce the shout cooldown times to negative numbers thereby eliminating the shout cooldown meter.
