Has anyone done the quest to find the guys brother who is a werebear if so where is he I'm hoping we can join him

He spawns around Solstheim randomly according to reports, reports also indicate we cannot become a Werebear this way either.

Could just be to test the waters, see if the update is worth doing.. but after the Dawnguard fiasco they shouldn't need to.
