So I am a level three character and I want a Skaal Coat. Is there a place to find it or is there a nonessential NPC that I can kill to get one? I haven't started the main quest line either and I would prefer not to if that is possible.

I found the whole set minus the boots hidden in an alcove above the main path to fight Nelroth's former apprentice.

Has to be placed there deliberately, because it's beside a skeleton. (Coat, boots, and hat are all present and laying beside it).

I forget the name of the place, it's the half buried tower the Ash men spawn by.

That place is not accessible unless youve activated that quest for Neloth first.

Quest for Neloth? Is that part of that main quest? If not I'll just go ahead and do that.

There's also one in the dwemer ruin Fahlbtharz.

I just headed over to Tel Mithryn and there was a netch and some hunters. I looted one of the hunters and I'm pretty sure this encounter happens every time. I have seen it on other characters. There is a U-shaped cove area to the west of Tel Mithryn, that's where it happened. Hope that helps out.

The boots are there too, you just have to look around with a torch or magelight because their hard to see.

Verena would not want to kill any Skaal. She is Skaal-Friend. She wants a coat, too, and will go on Neloth's quest to get the set.

I believe the easiest and earliest way to get the Skaal Jacket, Boots and Hood are the random encounters in the ash fields west of Raven Rock. You'll need to go into the dwemer ruins of Falbtharz, specifically the gears room, to obtain the gauntlets. You can speed run past the Dwemer spiders and spheres to obtain it. There is quite the long feth-quest list until you are given the quest by Neloth to kill his former apprentice.

Falbhtarz is north of Frost-Moon cavern, where you meet the pack of hunter-werewolves.
