I did a 'kill some bandits' quest for the Skaal Chieftain, then after returning to the village he got kidnapped. Not sure if that bandit quest is a requirement though.

Hmmm, then I'm not sure. :confused: Might be a bug? Try leaving the Skaal village for awhile and coming back later? Sorry I can't be of much help.

I got the quest after getting a rumor from the Retching Netch. I'd suggest that.
