I mostly find it on skeletons, but not even every one that I search. I am sure that it has a certain percentage of showing up as a lootable ingredient. Go to a dungeon that has lots of skeletons (search the wiki). Hope this helps! :)

Just hit up all the alchemist shops. Start in Riften and do a giant circle and you'll pick up plenty of em. That's how I get my daedra hearts. It seems to work better if you buy out their stock completely each visit.

Draugr are extremely numerous. Just clear out a couple barrows and you'll find plenty. Even if they don't all yield it.

I have infinite amounts already, mainly in my alchemy "barrel" at my house in markarth.

My main reason for having so many ingredients, is the "find gems in chests" perk thing. Once I got that,
I no longer had money problems in the game; My problems turned to Money LAUNDERING problems.

You end up with hundreds of each type of gem, with the only way to get money from NPCS being
to completely buy out their alchemy ingredients/grand soul gems with souls, etc and then selling them
the gems to get the extra cash back that the NPC now has. I also have the perk that shopkeepers
have more cash, etc (that whole line of perks.)

Yeah, essentially you get back the gold you PAID them but its kind of like getting all those
ingredients/whatever for free (since your supply of flawless gems is endless.)

So, because of that, I always have oodles of alchemy ingredients. So I went back, sure enough
I had lots of bone meal.

You could create a skeleton grinder and then convert the bones to bonemeal at a workbench or in your inventory.

Erm, wait.

Try clearing out barrows, and also consider searching the Halls of the Dead. The corpses there might have bonemeal on them, I don't recall exactly.

My character is a warrior but is also an accomplished alchemist who is OCD about ingredients, I take everything I find even if I don't need them. Consequently, I just went to my house and grabbed some from my chest.

They do seem to be easier to find in Skyrim though...

Is it just me, or does the idea of wearing someone else's bones as armor kind of freak you out? Oh right... the question. If you're looking for a specific location, try the Hag's Cure in Markarth. It carries the most. Also, all of the burnt bodies at the Western Watchtower (the first dragon attack) carry bonemeal.

I'd sooner wear bones than flesh.
