This is the quest in the Skaal village to find the blacksmith who has gone missing. The problem is it won't start. The chief and Deor are there talking about it, and the chief has the dialog option "Did I hear someone has gone missing?" She instructs me to talk to Deor who's standing right there but he doesn't respond to me.

I've read the wiki and by the looks of it its so badly bugged it must be rare for anyone to get it. But I thought I would ask just in case someone has found a work around. The quest involves killing Thalmor and I love doing that and wrecking their plans. It would be a bummer if I can't do it.
