How come when I press down on the right control stick in any note in my PIPBoy the scrolling moves at the pace that I move the control stick meaning I press down on the stick once and it moves down a small amount. However if I press the control stick up the note scrolls up automatically and I cannot stop it.

I have tried this with multiple controllers.
