I believe there was a FONV interview with Pete or someone else at Bethesda Softworks who said they'd consider releasing the pre-order DLC for sale. If there has been any further news on this front I'm not aware of it.
Bethesda hasn't done much with bonus pre-order DLC yet so we don't have a history or precedent to clarify this. They could decide to put these DLC on the market at a later date, they could not, and just because they choose one option with one game doesn't mean they'll choose it with the next. Since it's up in the air the only way you can be certain that you'll get a specific DLC is to pre-order from the store featuring that one. :shrug:
I'd personally like to see bonus pre-order DLC released later on. Some people say it defeats the purpose of a pre-order bonus but as I see it the bonus is getting it far ahead of everyone else and getting it for free. If they did release them later on it would probably be months down the road and it would certainly have a price tag on it.
