Mod Tools?

I'm not 100% up to date, whats the latest word on mod tools for Rage? I know the mod scene ain't what it used to be, and it's much more complicated to make mods now, but there are still teams who make cool stuff (see the Research and Development mod for HL2, Mechwarrior LL for Crysis, or the Hexen mod for Doom 3), would be nice to see what can they do with the new engine.

I believe I read some where that the game will come with an editor suit of some kinda.

Will Rage have tools for modders?
Our tools such as id Studio are always included [with our games]. For Rage, making maps is very difficult, but "layers" are more viable. For example if you go to a hideout and kill everyone there, then return later and it's been repopulated by mutants - that's the layering technology at work. I think that's the kind of mod players will tend to make; creating missions but re-using areas using the same resources.

So I guess that's an official "yes," but I don't know anything about "id Studio" nor exactly how much scope the "layering tech" gives us to mod the game.
