The sayto function is broken?

Hello,

I know the say function is not actually broken,
just I had a problem related to it since FO3, and till today I finally fig out the problem is the sayto function.

Here is my problem:

once player.say hit or player.say powerattack is executed in console or by any script (usually that "bear trap" script),

then the combat voice events "hit" ans "powerattack" do not trigger EVER, if continue using this savegame.
Repeatedly execute player.sayto hit in console is working fine,
the only problem is the "hit" "powerattack" lines do not occur automatically when player get hit or a powerattack is performed.


load a previous save can solve this problem, but that's quite annoying to load a save every time get trapped.
Since I haven't seen anyone mentioned this problem, I suppose this can be not a bug,
but maybe I did something wrong.

Did anyone have the same experience? or even better got any solutions? :P
