Does hack turret take up an active ability slot?

I've got my Engineer to 18 and I'm trying to decide on a build for my Operative.

If hack turret is passive I'm going for sticky nade, caltrops, emp nade.

If its active I'm going to have a tough time deciding on actives.

It's passive.

The different grenades are the only things that take up slots, for the operative.
