So its ps3, so there should be no problems with frame rate on my games yeah?

Well i go into the caravan site near new vegas, the one with ringo at the north east and when i enter it the loading screen takes about 5 mins. Then i get about 0 - 1 frames per second when im it in. The lag stops when i go into my press O thing... pip boy or w/e its called. it stops in VATS and it stops on the main menu. HELP! i wana explore that area ive tried restarting, loading earlier game ect. I just got this game 2day on christmas and my first playthrough it [censored]s up. Help?

Theres a few 'hot spots' in F:NV where this sort of thing happens. Sometimes loading the Pip-Boy 3000 screen helps, sometimes it just freezes.
