Ok I have been having problems with the "Render Unto Caesar" quest. I have never killed anyone from Caesar's Legion (I managed to get this other gang to clash with them in the begining so I wouldn't have to kill them, but I still could get the outfit).

It's the stupid dogs/guards. Whenever I get close to them everyone turns red and starts shooting me. I am up to the part where the guy meets you outside The Tops and says Caeser has invited you to meet with him. I did that the first time but was attacked by the dogs right infront of Caeser's tent. So I read on here and it someone said to make sure not to talk to Mr House before, so I loaded up an earlier save and didn't talk with him and it still happened. I only have Raul in my group and I make sure to have him waiting somewhere else (I even dismissed him and it still didn't change anything). I am wearing only legion's clothing. I even killed a lot of NCR to give them the dog tags and now my reputation is Accepted and I still get attacked. What should I do? I really want to side with them (this is my first playthrough), but it just won't let me get past this part. I've been at it for 2 days trying to figure this out.

I also cannot go anywhere near any Legion when not wearing a Legion armor, otherwise they will automatically attack me.

Nobody knows?

Dogs are suppose to "see through" faction armor, maybe its a bug involving that.

Have you tried NOT wearing the faction armor?

Im having a similar issue myself. Everyone in the camp leaves me alone until I get to Caesars tent. The dog would spot me until I leveled up and chose the Animal lovers perk. That solved the dog issue. But the guard still spots me and attacks. I managed to kill him away from the tent without anyone else attacking. I finally got into the tent but the guards around Caesar all attack on sight. I have the mark of Caesar and am wearing Legion armor. If I change out of it the also attack on sight. Ive spent three nights stuck on this and nothing is working. I also have no followers with me so thats not the issue.

I was attacking NCR and I was getting hunted by their assassins. I bumped into an NCR soldier stuck in a pile of dead scorpions.And he thanks me for rescuing him and my rep with NCR is improved.Then I walk into a small alcove and an NCR
soldier is stuck in a pile of dead coyotes.But he just has text come up.

You get mission messages that you need to improve relations with so and so. I just wondered what I bumped into is a safeguard of getting back into the good books with a faction.If there is no other way to do so.

Maybe you need to find some legion guy stuck out in the waste stuck in some dead bodies.The question is,my bump into this event was by accident.And there was no markers to the improve relations misssion messages.

Where can I find a Legion member to help to increase my rep with them. Becasue without Caesars mark I am villafied.

One suspicion is that if you EVER wear NCR armor your faction status is affected. One method might be playing through (i am in the process but I did slip on se NCR for literally a moment). I would suggest (though it may not make a difference) that wearing your preferred armor throughout (vault uniform ?).

Were you vilified by them before getting the Mark of Caesar? If so, then the game apparently remembers that forever, even if it shows your reputation as something neutral. ALSO don't forget that if you are wearing clothing of a competing faction, that you will be attacked. They may also attack you if you have a companion from a competing faction.

I am vilified before getting the Mark of Caesar. The mark should let me in regardless.

My impression is you avoid as much NCR quests as possible to infiltrate Caesars legion. To do so (and stay basically evil but not vilified) you must remain as neutral (and def not liked) with the NCR.
