Isn't transferring between games against the EULA and thus illegal?

Only if the assets required aren't in the game. So if the Chinese Stealth Suit meshes and textures were in New Vegas, it would be fine.

Seeing as it's not (at least I think so), the OP is going to have to wait till someone creates it from scratch. Meshes and all.

It's actually in the game, at Hoover Dam, in a crate (according to the GECK). It's been severely nerfed though (its stats are similar to Recon Armor, and it doesn't have the cloak effect), so this kind of mod isn't so much adding it to the game as it is restoring it to its former glory.

Nit shall be picked:

In violation of contract/EULA != illegal.

That said, if the assets are already included (likely are, look for info http://www.gamesas.com/index.php?/topic/1123578-modding-asset-anolysis-for-fo3-and-fnv/ then the point is moot.

I just finished mine and uploaded one, im not sure how the other one works but mine does the following:

"1. The chinese stealth armor works like it's cousin in the OA DLC for fallout 3, 15 sneak and 5 stealth WHILE crouching.
2. There is only one suit of armor in the chest it's base condition was increased from 60 to 100%.
3. It ouccupies a headslot due to the fact it already comes with a helmet. "

Then let me return the favor.

Unless specifically said, transferring assets from one game to another is illegal, as it breaches copyright laws. The EULA says you can not share assets between games, be them Bethesda IPs or any other, therefore, using assets from Fallout 3 in Fallout NV would be illegal.

That being said, it has been said that shared assets between Fallout 3 and NV are free to use between games. I did not know the stealth suit was in NV, but I do now, so I retract my statement about it being illegal.

Actually, it's distributing more so that is the problem. Fair Use would protect it, in general, for individuals who own both materials. Even though it is a license based product. It may potentially violate DMCA depending on if you have to circumvent any copy-protection to do so, however.

Thankfully it IS in NV. I'm working on a NV version of my Reinforced Chinese Stealth Suit mod because of it. :)
