when i got back to the casino after getting Dept Beagle he seemed to be kinda sitting on the ceiling, and is doing some kind of falling motion... like he was spawning or something, difficult to describe...

Mine bugged too, but different. I killed the deputy, took his stuff, and exited the hotel. Went to V&V, entered the front doors, and Beagle's stripped corpse was right inside the front door. Strange...

I had the same problem. After i rescued Beagle I went to find him in Vance and Vikki's. There he was hanging from the ceiling stuck by his head just running in place. Fortunately I was able to still talk to him and finish the quest.
