If you do the Kings Quest you get from the Embassy you will be sent to the Dam and the Commander there will tell you she has talked with the QM and will give you access. Its really useful for ammunition.

I cannot remember at the moment, and i am stuck at a segment where i cannot go back but once i can i will check and edit this post to tell you. I think he sells leather armor.

OK i made it back to the QM. And as of where im at there is no NCR gear for sale there just a few Combat Gear, but you can get better gear from the Gun Runners outside Freeside.
