Instead of killification, this energy weapon brings 'fabulousness' to the wastes. When a living target is hit, they immeadietly are taken by uncontrollable fits of mincing. They bound around, swatting at themselves, moaning "There's a spark in my hair" and "Leave Britney Alone," and the such. When the weapon handler stops laughing, they can deal with the pacified enemies by switching to a more lethal weapon, or slapping on slaver collars.

I know we had the .223 pistol in fallout 2. But as a high caliber pistol for the later game it would be much more interesting. Alternatively as a laser pistol, that uses 2 charges of ammo per shot and +50% damage compared to other laser pistols.
