1/ I've read that this is a trait. What does that mean? They used the word Trait, not Perk. If it's a perk, then I would only get this ability once I hit the next perk level (32). That doesnt speak to capping at 30 unless I back up my save, so I'm thinking a Trait is not a Perk.
2/ I presume the reason for this trait is so that the preDLC content is not trivialized. At present, there are some enemies in the game that are still a threat (Deathclaws for example, in Very Hard mode). But mostly everything else can be killed my companions, with their upgraded equipment. So it seems fairly trivial anyway, though I'm not willing to play Hard Core, unless I get really bored. If I do not Level Cap at 30 for DM, I presume the Deathclaws will not even be a match for my companions at 35. So, is not trivializing preDLC content really relevant?
3/ Each of the four stated DLCs offer the ability to level cap at any time. They are releasing in a particular order, but they don't have to bought and played in such. I've read that DM will test your skill, even starting at 35, so it sounds like it was meant to be played at that level. So I presume the chronological releases are meant to be played at their respected offered max levels. From what I'm reading, it seems like DM does scale to a limited degree, meaning the devs really wanted you to play at 35. So the question here is, once I get the last DLC, will DM be trivial? Will everything be trivial except that DLC?
4/ Because the DLCs offer new perks, not just an opportunity to grab some of the untaken ones, I would not want to cap my level. Obviously, my skills will be topped off before DM is done, so that's not the concern. What I'd like is the ability to go through the progression of leveling, but not actually have my level raised. Meaning, I'd like to get perks and skills every other level without actually raising my level. But this is not the plan?
