I think its a bug, I was doing the Come fly with me quest and I decided to go trade. Well, I got back into Novac and I decided to sleep so I went in to sleep (Boone was following me, dont know if that matters) after like 3 hours (or seconds) I was woken up by Victor. I did have a new dialog option. "This is too much of a coincidence".

Weird thing is, He was in Novac when I showed up. Then he disspeared.. now hes in my motel room. Still.

he found me out in some random place when i was in a gun fight said i needed help lol only thing i could think of was maybe Wild Wasteland had some thing to do with it? i know i had it on that char he found me on lol

Not sure Sinsarmor, hope its not a bug. I say that because he seems a bit suspicious and I think he may have something to do with the main quest. DO NOT SPOIL IT FOR ME... please. He wont leave my motel room though.

It's obviously not a bug if the first thing in the speech choices are "How did you get in here?"

on launch day he chased after me the first fight i had with the powder gangers near that trailer asked if i needed help i picked no he walked over a powder charge then turn around start shooting me!! so random i promptly restarted game lol

I was on my way to Vegas and all the sudden Victor pops out of no where.. "HEY SUP IM GOING TO VEGAS BY HOMIE" I was like... huh?
