I have Oblivion on my Xbox 360 with Horse Armor, Mehrune's Razor, Shivering Isles, Nights of the Nine, and Wizards tower all work fine in every way except Wizards tower (Frost Crag Spire) I go there I bought all the stuff everything works great except up top I heard you can see the whole game on a clear day so excited I went up top and found it was raining so I waited a week doing 24 hours at a time and it was still raining then I waited a week doing 1 hour at a time so I have spent about 30 minutes of in game time just waiting for this rain to stop..it just wont.
Does anyone know what is wrong and if it is or isn't fixable?

Maybe if you go to an interior cell not adjacent to the exterior (the vault area) and wait game 73 hours, the problem could be fixed.

I went down to the vault and waited 3 days (72 hours) straight then went directly up to the top again and it was still raining waited one hour up there and still. no change.

Does anyone else have some advise?

Use the Frostcrag teleport pads and go to one of the cities (I suggest Anvil). Once in the city of your choice, wait for three or four days and then head back to Frostcrag Spire. Hopefully, that will resolve the issue.
