Yes, although a one-hit-kill-headshot would cause people to rage about how New Vegas is not an FPS, but maybe a high-level perk(iono, named 'Assassin' or something) that would allow immediate headshot kills. *edit* unless that is what you meant...

haha good idea but i ment like if im really high skilled in small guns and i had a high powered pistol to were i could shot sombody in the face like a couple times and have them die. or a perk that alowed a instant kill once in a while with a pistol but not one shot kill everytime as i dont want an fps i want an rpg

If it does have a Tommy gun, which is likely, it'll probably not be called a tommy gun nor will it look exactly like one. It'll be a SMG or other automatic weapon with a round magazine - I think they call that a "beta magazine" but I don't know for sure.
