Should be based on Charisma IMO.
at 1, 2 or 3 you only get a non humanoid follower.
At 4 and 5 you can get humanoid follower or a non humanoid follower.
At 6 you can get a humanoid and a non humanoid follower.
At 7 you can choose between 2 humanoid or 1 humanoid and 1 non humanoid follower.
At 8 you can get 2 humanoid and one non humanoid.
At 9 you can get 3 humanoid or 2 humanoid and one non humanoid.
And at the final 10 you can get 3 humanoid and one non humanoid follower.
(... With non humanoid I only mean dogs or geckos, so while a robot isn't a humanoid they go under that in this statistic.)
i don't like that system, to have to have a charisma of 4 to have one follower, that wouldn't work, i'm setting my charisma at 2 because there are very few special points to to distribute, and it shouldn't be based on charisma anyway, i can make the same argument for intelligence, i plan on making my intelligence about 9 so i should have more followers because a lot of people would want to follow a smart person, you can make the same argument for any stat, maybe some people want to follow the strongest person, or the person with the best weapon skill, so i don't like followers to be based on those kind of stats because a person following you depends on many situations not just one thing necessarily, it becomes arbitrary to give you more followers because of one stat or skill being higher, it would be relative, i would want to follow someone with more intelligence, an idiot might have high charisma, charisma is nice but its not the entire reason you may follow someone. here's an example, a 90 year old lady might have a high charisma, but i wouldn't want to follow a 90 year old lady around the wasteland. a puppy dog might have high charisma but i wouldn't want to follow puppy dog around the wasteland either.
