Choppy when more than a few people on screen

Hello, game is working very good for me, except when there are more than a few people on screen, for example in the start when you can choose to defend Goodspring, when they attacked it was pretty choppy for a bit.

I assume that there is some graphic setting I should turn down, if there is something else I can do, please let me know.

Here is my computer:
AMD Phenom 2 x4 965 (3,4GHz)
Corsair 2x2gb DDR3 (1333MHz
Radeon 5850 1GB

Here are my current settings:

What do you recommend me to lower to make it work better in situations where there are more computer controlled people/monsters?

There's a dx9 dll around here that seems like a cure all to make the game smoother, but you miss out on dx10 features bringing the games visuals down alittle.

Fallout does not use DX 10..it is a DX9 game.

the dll worked perfectly its a temporary fix till they decide to fix the game with an official patch newvegasnexus or check around here for a link.

Turn UP the number of shadows in both indoor and outdoor to max. Turn it UP, not down. This was a problem in Morrowind and Oblivion on some systems (like mine) also.

You may also wish to turn DOWN the settings relating to quality of the shadows, but the number of shadows should be set at max. If there are more characters on the screen than the number of shadows you have selected for it to draw then you will start to see the choppiness.

They are both currently set to 6, which is all the way to the right on the slider. Is there a way to make it above 6?
