What would be the soonest, and fastest way to get the recharger rifle?
also what are some nice energy weapons, and where are they found?

any advice on what perks that would go good with energy weapons?

also lets discuss energy weapons!

According to the wiki, you can buy the Recharger Rifle from Chet in Goodsprings.

If you don't have the Wild Wasteland perk, get the YCS/186 from the Mercenary Camp. It is at the farthest Northern point of the map.

Get the Tri-Beam Laser Rifle and/or a Gauss Rifle from the Brotherhood of Steel bunker quests.

Get the Pulse Gun from the armory of Vault 34.

For perks, you should at least get Commando, Laser Commander, and Vigilant Recycler. Do NOT get Meltdown ever, on any character.

Not sure about super early game, but once you get to freeside, you can go to the silver rush, slap on a stealth boy, and empty their shelves. There's a couple repeaters in there, pistol too. And even though you're overencumbered, you can sell the heaviest stuff right back to them. They're scum. They deserve it.

As for perks and energy weapons, I'd highly suggest pumping repair to 90 and getting jury rigging. I was close to losing my multiplas AND my Plasma defender. Once I hit 90 repair and got jury rigging, I was able to use a couple of plain jane plasma pistols and rifles to get them back up to par.

You can sell back?

I stole a bunch of stuff from the Goodsprings town, and when talking to chet these items didn't even show in my inventory. I had to go elsewhere to sell them!
