No, he's saying washing machines aren't needed. There isn't likely enough power to be wasting it on something as frivolous as a washing machine, not to mention the water, detergent, conditioner, softener, etc.

Far easier and efficent to clean them in a river or even just bath water. Heck thats how it was done before washing machines were made and how a large percentage of the worlds population still does it.
