Because there's a level cap in the game.
If you're on PC you can mod it away I believe but otherwise when you reach the cap, that's it for leveling advancement.

You can get DLCs to increase the level caps. On Fallout 3, the DLC, Broken Steel, raises the cap by 10 levels. And each DLC in Fallout: New Vegas raises the rank by 5. With 4 DLCs (only 1 is currently out), you can reach Level 50. :)

If you hit level 30 in Fallout 3, then you have reached the level cap and unless you mod it (assuming a PC), then you are going no higher. It IS annoying, isn't it? I feel your pain.

The New Vegas level cap is currently 35 if you have Dead Money (looks like you don't if you capped at 30). In a couple more days it will be 40 with Honest Hearts.
