As the title says, the achievement seems to be bugged, and refuses to unlock. I have discovered 130 locations but the achievement has still not unlocked... I really hope I don't need to go an discover them all again...

EDIT: I reloaded an earlier save, the achievement still did not unlock at 125, but instead unlocked at 128.
