I have been playing for about 2 hours now and I have not gotten one achievement, I have stopped playing and went back and redone the quests and they are still not popping up.
Also I am also getting a bad frame rate and my video settings are not saving.

You might want to ask on the steam forums, since that sounds more like a steam problem. I am very new to steam but I did manage to finish one quest last night (I am having audio issues and I suffered through the first quest just to get out side) and I got the award for it.)
