Reaching level 9 : Fallout: New Vegas

I just gained a level and it let me distribute skill points but that's it. Do you not get a perk for level 9 or is this a bug?

i dont think you get a perk every lvl now i think its everyother lvl i wanted to get intense training like 3 times before i got to the really good perks but couldnt
