That depends if you play the game on PC, 360 or PS3. But why don't you check the manual?

If you got it on steam and can't find the manual, I heard the control scheme is near identical to Fallout 3. So try holding R to holster, and try holding tab for the light.

Hold down the reload key ®.

Hold down the PipBoy key (TAB).
