A legionary had it, on my way to Novac through the road from Nipton where you get ambushed by traffic cones and Vipers. I saw some legionaries attack some traveling merchants, so I killed those Legionaries. After that, I got ambushed by Legion Assassins for killing those guys. One of those two groups had a Shishkebab. If I had to place money, it would probably be the Assassins. Next time you get vilified by CL, maybe it will be a good thing. I was level 3 at the time.

i got one at Nelson when i cleaned out the legion there some lagion assassins apered there got some wepons out of them that i never saw in a legion raiding party a termic lance, a few hand guns and Shiskebab

They can be bought your best chances are the great kahn armorer and the ncr supply guy in hoover damn something about their inventory lists being different from the other merchants although its still extremely rare.

i dont think its a shishkebab i think its like a new weapon i think i heard some one say a gecko fire sword or something like that but im not sure

The only place I believe the Shiskebab can be found at this moment is on Legionary Assasins, on my first play through I got dominated by some after the quest where you free the Powder Ganger prisoners.
